Universal children's day is being observed globally on 20th November every year when the UN General Assembly adopted the United Nations Convention on the Rights of the Child (UNCRC). This year, it is the 25th anniversary of UNCRC. A wider galaxy of international rights community has planned to mark this day in order to review the child rights situation and reiterate the commitments and pledges.
Pakistan was the first Muslim country and the 6th in the world to sign and ratify the UN CRC on 12th, November 1990 with some observations and reservations, which were withdrawn in 1997. Most importantly, Pakistan was one of the six initiators of the World Summit for Children 1990 which culminated into the development of World Declaration and Plan of Action establishing the guiding principles and a setting of goals for the year 2000.
Roshni Helpline(1138) – an organization working for the protection of children especially for tracing and reunification of missing children celebrates Universal Children Day every year since establishment in 2005. The organization organized a program on the occasion of Universal Children Day, 2014 at Commissioner Office Karachi. Commissioner Karachi Mr. Shoaib Ahmed Siddiqui was the chief guest of the program. More than 30 Students from May Field School Gulshan-e-Iqbal, Heritage Grammar School Shah Faisal Colony and few other schools participated in the program. Provincial Coordinator Ms. NuzhatFatime from Social Welfare Department, Govt. of Sindh was also present during the occasion. Senior Supreme Court Lawyer Mr. Naveed Ahmed, Assistant Commissioner General Mr. Shahzaib and more than 10 members from GIA Foundation ( a transgender organization) including Ms. Riffee Khan and Ms. MazharAnjum also participated in the program.
Muhammad Ali, President of Roshni Helpline presented recommendations to Honorable Commissioner Karachi for the protection of children that includes the establishment of child help desk at commissioner office, to ensure protection of children from violence, abuse and exploitation. The recommendations also include removing CNG cylinders from School buses, to play role in ending corporal punishment in schools and madarsas. He further asked commissioner to help in registering FIRs of missing children as police normally don’t lodge the FIR of missing children. He also emphasized on polio vaccination for every child in the city.
The Honorable Commissioner ensures his full cooperation for the implementation of these recommendations. Following were the few important decisions and steps taken by Commissioner Karachi;
- Establishment of Helpdesk for children was announced by Commissioner Karachi which will be effective from tomorrow.
- The helpline 1299 will maintain separate records of children complaint and submit reports on the actions to Commissioner Karachi.
- To start data sharing with Roshni Helpline on children related cases.
- Formulation of team to check surrounding of schools if any harmful and hazard food is selling in Karachi and takes appropriate actions.
- He has also ensured that corporal punishment at schools or madarsas will be strictly monitored and if any child faces corporal punishment can report to commissioner office helpline.
- Commissioner Karachi also ensured his full cooperation is lodging FIRs of missing children and also said that Commissioner Office will assist Roshni Helpline is lodging FIRs.
- He has also ensured that every child will be provided polio vaccine.
Miss. Rabia from May Field School and Mr. Jahangir from Heritage Cadet School presented the bouquet of flowers to Commissioner Karachi. Commissioner Karachi thanked to children and he emphasized that every child should take good care of himself. He has shown great piece of love to children and said it’s the 1st time during his charge as commissioner that children has visited as a delegation to his office to celebrate any event. He also distributed gifts among all children.
